Williamsburg County Detention Center/ Sheriff’s Office  

In 2011, Williamsburg County, SC, retained GMK Associates to design and construct using a design-build delivery method an approximately 27,000-square-foot Law Enforcement Complex that consists of a one-story Sheriff’s Office Administration Building with an attached one- and two-story Detention Center Facility. 

The approximately 15,100-square-foot Administration Building houses law enforcement amenities such as patrol, investigations, civil services, victim advocate, and narcotics offices. Executive law enforcement personnel offices are also included in the facility. Other features consist of a large records room, evidence property storage room, 40-person training room, break room, exercise room, male and female locker facilities, and restroom facilities. Reception, public waiting, video visitation, and the Magistrate/Bond Court are segregated from the sheriff and detention center function via access-controlled entry points for security.

The Administration Building further houses Detention Center Facility intake and processing functions. This area includes male and female juvenile holding cells, adult observation, padded and holding cells, classification officer breathalyzer room, medical services, the main control room, an inmate receiving/issue area, and mattress storage room. Immediately adjacent to this area is an enclosed two-vehicle sally port and vehicle drug and evidence laboratory.

The 10,500-square-foot Detention Center Facility is directly accessible from the Administration Building via a connector corridor, which also provides access to the existing detention center’s block “C.” New detention blocks “D” and “E” house 94 new beds in a combination of maximum, medium, and low security supervision. An additional 4 new Isolation Beds were created within the existing cell block “B.” Each block has a segregated exterior recreation yard with an accompanying interior day room. Cell block “E” is a two-story maximum security structure that is separated into male and female housing units with a mezzanine level. Cell block “D” is a one-story  “open bay,” dual bunk bed unit intended for low security and trustee inmates.

A 1,300-square-foot Kitchen Facility was constructed behind and adjacent to the existing cell block “B” to accommodate the increased inmate population. It includes a laundry room, dry storage, walk-in cooler/freezer, and loading area. Commercial kitchen equipment with a code-compliant fire/exhaust hood is included.
